Dispute over DNA Identification Bill 2008

This bill is definitely an important one.

In Canada, similar bill was introduced in 1998 (http://laws.justice.gc.ca/en/D-3.8/index.html). 10 years later, a DNA Identification Bill was tabled in our Parliament.

However, timing of tabling this bill must be severely questioned.

This bill was only introduced last Monday, ie 18 August 2008. One week later, it was brought up for second reading. Is it usual? Table below should be able to answer this question.

Despite the fact that this bill is a brand new bill and not an amendment bill, we were only given 2 and half days to debate this bill. Around 4pm this afternoon, even though a few members of Parliament still wish to participate in the debate of DNA Bill, including MP Shah Alam and myself, Tan Sri Speaker just directed the Minister to reply, who at the end of his reply refused to answer a simple question, ie would he agree to refer the bill to select committee.

[Bernama] Hutang Kerajaan Persekutuan Sebanyak RM266.7 Bilion

KUALA LUMPUR, 25 Ogos (Bernama) — Jumlah keseluruhan hutang Kerajaan Persekutuan sehingga 31 Dis 2007 ialah sebanyak RM266.7 bilion, kata Menteri Kewangan Datuk Seri Abdullah Ahmad Badawi.

Abdullah yang juga Perdana Menteri berkata daripada jumlah itu, sebanyak RM247.1 bilion atau 92.7 peratus, membabitkan hutang dalam negeri manakala bakinya sebanyak RM19.6 bilion (7.3 peratus) merupakan hutang luar negeri.

“Hutang luar negeri adalah kecil, selaras dengan dasar kerajaan untuk mengurangkan pinjaman luar bagi mengurangkan risiko pertukaran mata wang asing dan mengutamakan pinjaman daripada sumber domestik,” katanya dalam jawapan bertulis kepada soalan Teo Nie Ching (DAP-Serdang) pada persidangan Dewan Rakyat di sini, hari ini.

[The Edge Daily] Govt debts at RM267b

KUALA LUMPUR: The federal government’s domestic and foreign debts amounted to RM266.7 billion as at Dec 31, 2007, said Prime Minister Datuk Seri Abdullah Ahmad Badawi.

He said of the government’s total debts, domestic debt accounted for 92.7% or RM247.1 billion while foreign debt stood at 7.3% or RM19.6 billion.

“The low amount of foreign debt is in line with the government’s policy of reducing foreign borrowing which would then decrease the risk of foreign exchange and rely on loans from domestic sources,” Abdullah said in a written reply yesterday to Teo Nie Ching (Serdang-DAP) who wanted the finance minister to state the amount of money owed by and to the government as well as the main creditors and borrowers.

【中国报】 国会问答环节答非所问 张念群炮轰部长敷衍

For your information, the Work Minister did not answer the last part of my parliamentary question, i.e. “would collection of highway toll in Serdang area be terminated earlier once the amount of toll collection in Serdang has been reaching concession company’s target profit?”

Last Thursday, the minister and deputy minister of Tourism were also absent from Parliament meeting when Saudara Lim Kit Siang raised his question to them. All these show the arrogance of our cabinet members.

All ministers and deputy ministers should take the meeting of parliament seriously to show their respect to this country’s highest legislative body. In case they are too busy to attend parliament meeting, they should prepare complete written replies to the parliamentary questions raised by backbencher MPs.

Moreover, all backbencher MPs have been submitting their questions to parliament secretariat 3 weeks before the commencement of each parliamentary session, ministers should have ample time to prepare their answers for the questions directed to them.
